Community Malta Agency has recently become aware of social media posts and other forms of communication that inaccurately portray Malta Citizenship by Merit.
The Agency, as the entity responsible for the implementation of legislation relating to citizenship matters, does not permit any marketing or promotion of this legislation.
Citizenship by Merit is neither a programme nor a scheme, pathway, continuation, or alternative to Malta’s former citizenship by investment framework, which was repealed following the judgment of the Court of Justice of the European Union (CJEU) of 29 April 2025.
Following the CJEU judgment, the pre-existing legislation (Subsidiary Legislation 188.04 of 2017) was publicly revisited through transparent statutory processes, which remain in the public domain and were accompanied by appropriate media communication.
Decisions on the granting of citizenship by merit are discretionary, and applications are assessed strictly and diligently on a case-by-case basis.
