Malta Remains the Global Leader
For the sixth consecutive year, Malta is the world’s top-ranking CBI country, with its Granting of Citizenship for Exceptional Services Regulations (the Regulations) scoring 80 out of 100. Malta is followed by Austria in 2nd place, with a score of 74, and Montenegro in 3rd place, with a score of 72.
The Regulations were appraised by a panel of distinguished independent experts — including leading academic researchers, economists, expert immigration and citizenship lawyers, and other country risk and industry specialists — who considered a broad range of factors before drawing their conclusions in the Investment Migration Programs 2021.
The Global Citizenship Program Index (GCPI) through which the Regulations were evaluated is complemented by insightful expert analysis of engaging topics such as the impact of Covid-19, both globally and on the investment migration industry specifically, global investment migration trends, sovereign equity and the progrowth benefits of economic migration, and facilitated naturalisation, as well as pertinent prevailing issues such as due diligence and compliance, risk management, and transparency.
The Agency appreciated such recognition, and continues to commit itself to continue developing and adopting higher standards, best practices and good governance in this sector.
